They are classed as an explosive and no carrier will transport them if they know what is in the package! However if you are posting them within your own country it's not really a problem as they don't get checked. But when we tried to post snaps outside of Europe we had to make a customs declaration on the package. Of course we could lie but there could be consequences should the package be opened. The least of our problems would be that the snaps are refused and returned to us at our expense. So it was decided the risks and costs were not worth it. Sorry!
