The only benefit is to the chocolate manufacturers, certainly not to its customers. The FDA is certainly not looking out for our interests. Leave a message for them and say leave our chocolate alone! That's the problem: the definition of chocolate in the States is too tight and so we miss out on some wonderful confectionary delights.
